Farmall 100 governer governor

So I have been doing the governer's job with my hand mostly and thought it was time to see what was happening in there...
Sloppy throttle linkage arm from elongated hole, and no buffer spring at all. Very oily though which I was happy about!

1 Question is, what napa part # is the buffer spring?
2 question is, can I fix the slop on the throttle linkage arm by taking up lateral "slack" with some kind of spacer between the arm and the housing on the outside? Thus eliminating the extra length needed for it to wobble in the elongated hole?

For some reason the IH parts locater doesn't show the governor for the 100 series, but for the Super A, which is probably the same, the part # is 46944DA. Whether NAPA can cross ref. it is doubtful.
If you are talking about where the throttle rod
attaches to the governor control arm (right side sitting on tractor) I have used a small washer/s to shim it out.

I called down to the case IH dealer here in town and they had the buffer spring in stock, as well as the answer to the elongated hole. I right it was odd that there was that much lateral play in the throttle linkage arm. I looked at the diagram and it showed a washer and nut on the inside so I figured no sweat, I'll pop this thing off tighten the nut and we'll be set. Well no dice because the threads only go so far and it was as right as it could go. SO. when I go to pick up my spring from the dealer I bring it along and he informs me of an oil seal that goes on the throttle linkage arm shaft outside the housing, and when that is installed there is just the right amount of shaft going through the housing to put your arm on the keyed part and tighten it down with a washer and nut. It all fit perfect. Now I weight this because I have read as much as I can about rebuilding these and I have never heard of these seals. But I often hear about a sloppy throttle arm. Don't know if this might help someone else or not.
Put it all together, and it worked great.

Looking online I don't find this little seal listed anywhere with governor parts...picture to follow, as well as part number.

It looks to me like the original seal was a felt washer. The parts went on the shaft as:
washer 355476R1
retainer 46950D
seal 46949D
another washer 355476R1
as shown in the drawing.
The parts listing shows an alternate seal 149345R91 which replaces both the seal and retainer and only uses one washer on the inner side. This shows in a '64 version of the parts catalog. The 140 governor is illustrated with seal 149345R91.

46944DA is the governor spring. The governor bumper spring is 28078D. The governor shaft bumper spring is 49218DA.

Here is a picture of the seal installed. With this "space" taken up outside the housing, it all fits together right and tight. No slop laterally, no worsening the elongated hole. Neat! Anyway it works great now, and I thought this might help.
