Okay, I'm stumped and could use a little advice from anywhere I can get it. the problem is that I can only get about 1000rpm using the speed control quadrant. I rebuilt the governor including boring and bushing the speed control lever. There is zero loose play anywhere. With the engine off, the throttle shaft at the carburetor can be moved from stop to stop using the speed control quadrant. However, with the engine running I can only get about 1000rpm. If I start the engine with the throttle all the way open the governor closes it down to 1000rpm. Low idle works fine. I have adjusted the governor per the service manual although the speed adjusting screw has no affect at all. I did not change the governor spring during the rebuild but it appears normal and seems to work as intended. The governor also seems to work as intended when a load is applied. Any advice?

This is a shot in the dark, but have you tried playing with the bumper screw? Located underneath the acorn nut which is on the bottom of the gov. towards the front. What about the adjustment on the linkage going to the carburetor?

Although your governor spring appears to be in good condition, it's probably gotten weak. Replacing it should help.

Thanks fellas. I guess I'll try a new spring since that's seems to be all that's left. Does anyone know where I can get one? I see them listed for everything but a 140.
Also, I see that the max, no load rpm is 1545 for my tractor. That seems awfully low to me. Am I reading this right? Maybe that's why these old tractors run for so long.

Same as Super A, Super C, 100, 130, ect. Anything with the C123 and C113

The Super C would have the higher RPM governor spring. IIRC that's what you want for a 140.
