You said that the situation improves with reduced free play, so I don't think the problem is the bushing. Try reducing the free play further, (to almost none) and see if it gets better yet. That will help point you in the proper direction.

I reduced the free play to about 1/2” . That’s the most I can get and it didn’t get any better, worse actually.
The pilot bushing I put in looked to be the same size as the one I took out.
When I put the tractor back together it certainly was not easy. So I’m thinking the pilot bushing is too tight.
Is there anything else I should do before splitting the tractor again?

I lubed the bushing with grease during install.
If i put the tractor in gear with the clutch pedal fully down and try to start the tractor the whole tractor will move forward.

I noticed on the new clutch I installed that the clutch fingers are loose. What is the proper way to adjust the clutch fingers and what are the measurements I should use to make sure it’s adjusted correctly?

Switching the pilot bearing may give you the same trouble, you need to measure the inside when you install it to make sure your shaft won't be tight. You may have to sand the bushing some or ream it.

I got a new pilot bushing from yesterday’s tractor and installed it.
The new one measured larger ID then the one that came with the new clutch that I bought.
Everything is back together and now when I start the tractor I’m able to shift gears without any grinding and tractor moves forward and reverse without issue.
