They offer the UT carb manual for $25-. Ouch. Answer to the question is not worth the $25-. They do take phone calls - so they might answer your question(s). In any event, I have found carburetor kits from these folks that I couldn't find any place else.
I would set the float so that it's level. Then install a hose barb and clear plastic hose in an access point at or near the bottom of the bowl - use rubbing alcohol - check the height of the fluid in the bowl. Ball park figure 1/2" to 5/8" fluid level from top of bowl.
You will be able to use the idle jet and main jet adjusting screws to set up/regulate/control the carburetor.
