International 420 Baler

Does anyone know what is the minimum size/HP of a tractor is needed to make a International 420 Baler work?
I'm assuming that a 540 PTO is needed to turn the drive shaft on the baler.
Of course I prefer a International Harvester Model tractor. :D
Any help is greatly appreciated.

A "H" will pull it fine. A Super "C" will if your land is flat.
