In the course of refurbishing, the original magneto drive gear was removed and cleaned. The exposed gear has a double "II" mark on it, but I cannot find a corresponding mark of any kind on the idler gear. I read in the I&T repair manual that the magneto drive to idler gear "need not be timed to the engine."
Are any of you familiar with this issue?
If I put #1 cylinder at TDC and set the mag tower to #1, wouldn't that work?

Yes. Fine tune the rotor location. Magneto fires when points just open. Static time the magneto. Then double check the rotor location, You might have to adjust the rotor location by a tooth or two.
