Isit ok to cut the green, turning brown foliage off of Iris s ? will they bloom next year ? they look really bad

YES, In fact this is the time of year to divide and replant iris. Cut them back to about 8" above ground and divide the roots (rhizome) and replant in well prepared soil. This is especially important if the plants are 3 or more years old. Mulch them well for the winter and you should have healthy new plants in the spring. Older plants will not flower as much as newly divided ones.
