Will standard rear wheel weights off a farmall cub fit on my 154 with 13.6X16 turf tires?

NO! IH did not make wheel weights for the large 13.6x16 tires. Matter of fact, wheel weights won't do much good on balloon tires. However, if you really want to add weight, most people with these tires that do want to add weight, fill them with fluid.

If you're plowing snow, or planning to do field plowing with the tractor, I would suggest buying a set of the ag style 9.3x24 wheels and tires. Those rims will use the standard F-Cub wheel weights, and because they are narrow, they will give you a TON more traction than you will ever get with the balloon tires.
