I just warmed it up after re installing the distributor. Perhaps the springs need replaced or something. It runs rougher then it did. I set the high idle timing at 16 BTDC but it does not move toward TDC at low idle. I take it then that the weights are still sticking or some other issue. If it were yours, would you pull te distributor back apart? And do what? Thanks. Going to pick up the air cleaner.
Just an update. I took the distributor apart again today and re cleaned everything. I did notice the springs didn't pull the weights in tight so, perhaps they have weakened over time. I was able to put just a hair more bend on the spring ends to allow just a wee bit more tightness to them. Put all back together and reset the points etc. Fired it up and it seemed to run rough but, I revved it up and it was at 16 degrees BTDC and when I idled it down, it dropped back to close to TDC. That's when I noticed the reason it was running rough. the choke cable is broken. Some days it doesn't pay to get out of bed.
I will put a generic choke cable on until I get it running properly at least.
Making progress! Once you get the timing correct, then back the screw out to reduce the idle RPMs. Recheck timing again, both low and high end. If the engine wants to stall out as you get lower and lower, then a carb cleaning will be in order.
After all this is done, then you can take on adjusting the high RPMs.

The timing is good now. However, this cheap tach I bought cannot be accurate. I was trying to adjust that screw on the carb tonight and kept turning it iout to lower the rpms and you can hear it get less but, the tach doesn't read less. It also dawned on me that this is reading 1200 rpms or more and I know what my diesels sound like at 1200 rpms and this is running way slower then 1200. The biggest concern I have is if the engine is actually running much closer to the right rpm at the bottom end, then the 2000 rpms I am reading at the top must also be way off. What type of Tachometer do you folks use? Thanks This is the one I am using.
Could someone tell me what the "Throttle control swivel pin" on the governor is? My manual (which was photo copied by IHC at some point and the copy leaves alot to be desired) doesn't have a very clear picture of just what is being called out. Page 2-21 in the manual says in step one "Loosen the throttle control swivel pin (1) on the governor spring throttle lever (2)" I cannot see just what they are alluding to in the picture as it is very dark photo copy and the numbers are not very visible. I cannot see anywhere in the blowups of the governor on page 2-15 or on page 2-19 (the drawings which are much more legible) where a "throttle control swivel pin" is mentioned. Is there a place to get a clear picture? Thanks.
At the end of your throttle cable is there a screw that holds the cable on a pin that swivels?

Well guys. I hope you don't hate me too much but, I can not get the low idle down to 600 rpm that the book calls for. I have the timing fixed and the advance working. I have the top end set at just under 2400 rpm. It was at 2000 before so, there should definitely be a wee bit increase in power there.
I did pull the carburetor apart and cleaned everything and reassembled. I have that throttle plate right down flat and the low idle is still about 900 plus rpms. Just do not know what to try other than another carb. Thank you to all for all your help.
