154 --> 184 block compatibility

I want to say I've read this here in a search, though couldn't find it this round.

Can a 154 block be used for a 184 application given its dedicated starter motor? Does it have to have the proper flange and are the starter mount bolt holes in need of tapping?

The block can be used with out modification. Will have to swap over other parts though for the 184 specific application.

The 154 block has the geared starter mount. It has a cover plate that's bolted on. I'm not sure where they get the 18.4 hp from the 15.4 hp of the 154. I think the zenith carb was an upgrade but I can't remember what the other upgrades were. My first 154 has the upgrades done to it when they did the refresh. I think another upgrade was the dome high compression pistons. I don't think the valves were touched in the horse power upgrade so the 154 block should work.
I'm technically misunderstood at times i guess its been this way my whole life so why should it change now.
