Removal of PTO wheel

Hi, I am working on restoring my loBoy and I want to remove the wheel that is attached to the PTO shaft that drives the belt on the Danko belly mower that I have. I am not sure that I am describing the wheel adequately (I am very much a novice at this) so I have attached a photo of it. My question is how to I safely remove the wheel without damaging it or the PTO shaft - I have removed the bolts but it is not budging and I don't want to force it. Thank you!

Normally there are 4 or 5 holes on the outer face of pulley. 3 of them should be the bolts that you have removed. Now, take the same bolts and screw them (the other holes should be threaded) into the other holes. Run the bolts in together and the pulley should separate from the inner spline. Similar to pulling a steering wheel with a puller.
