That is a mule drawn fertilizer side dresser, not a planter. I can't be sure of the age or manufacturer, but I have an old Cole made one that is in good shape with the stenciling still on the side of the box that belonged to my great grandfather. The metal arm on the side determines the flow, and there should be a sprocket and chain from the ground wheel to an agitator inside the box. I'd say as a guess, it's from the '30s or '40s.

Thanks for the info Raymond, A friend sent me these pics yesterday and was curious as what it might be,the owner wanted 50 bucks for it and said it was a planter.
