The swinging drawbar was used when pulling implements such as land drags, harrows, disks etc. It allowed you to make shorter turns.

whAT ABOUT A ROUND ROD THREE QUARTER IN DIA. WITH A 90 DEGREE TURN AT BOTH ENDS GOING DIFFRENT WAYS?

HOw long? If it's aobut 3 1/2 feet long it could be the rod for the rear rockshaft. Shorter it might be a lift rod for an earlier blade. Go to http://www.tmtractor.com and look at their illustrations.

it's 49" long on one 90 degree turn it has a sholder on it

The rod for the rear rockshaft is 48" center to center, 49" overall. That is what you have.
