i found that a 4x4 wood pallet works pretty good, i have access to quite a few so it is cheap (free) and readily available :D . plus you could tie several together if you neede to.

Spike or peg tooth harrows will leave that looking like the base paths at Fenway Park before a game. Your garden will look like you have a Major League Baseball grounds crew working for ya!

Chain link fencing works very well too. Attach that behind your harrows to a heavy pipe and go.

Or rake it out by hand with a landsacping rake.

Try an old combine cylinder mounted up like lawn roller and hook drag of some sort behind that!---NOT sure a cub would pull it but I would thing it should !!----I was going to make one, but I never have clods, so didnt see the need for one! thanks; sonny
