I recently completed a valve job on my H. I did not do anything to the governor. I put everything back together and it started right up - but surges at low idle. At mid throttle or higher it runs perfectly. No surge and plenty of power.

I was thinking that if the idle circuit in the carb was plugged or dirty and not producing a good idle mixture, that may cause the surging. The idle mixture screw seems to have little or no affect. I bounced that off Lurker Carl and he thought that might be a possibility.

Before I tear into the carb again, any ideas, thoughts or suggestions? All would be appreciated. Thanks.

I have the surge problem on my H too, and it just started doing it one day and has never stopped.---I too thought it was governor adjustment, spring or the internal linkage to carb sticking.---the idle needle has no effect on mine either!---other than that, --I have never gotten to check anything else! thanks; sonny

Sonny, I added some SeaFoam to the gas today to see if that would help clear any dirt from the idle circuit of the carb. I will keep you informed.

1). Vacuum leak.
2). Fuel system problem.
3). Leaking head gasket.

If it's an intermittent miss. Faulty spark plug(s).

Mine hits good on all 4 cylinders while surging,-----acts like gov. link sticking, then releasing or spring weak in the gov.-----Was looking in the manual and there are some internal adjusters behind the outer cover.

Could be some stuff in the idle tube inside the carb.---never did have mine off to see if I could blow thru the passages.
Dont think the timing would cause the surge,---it runs smooth and free, starts right up, no kick-back or run-on! thanks; sonny

I sprayed around the carb with WD-40 as the engine was running to test for vacuum leaks and couldn't find any.

The head gasket was replaced when I replaced the head. I coated it with copper spray and torqued the head according to instructions.

I haven't had a chance to pull the carb yet but will soon and will post the results.

OK guys, I got it fixed. I pulled the carb yesterday and using spray carb cleaner and compressed air I cleaned every passage I could see. I used phone wire to clean all the tiny jets. I also checked, but did not change the float levels. I put everything back together and it works perfectly - no surging. The idle screw also works again. Apparently I had at least one blockage in the primary air bleed circuit. Anyway, it is now ticking like a fine watch. :{_}:
