Did you do all the work your self or have a shop do it? Were the cylinders bored out or just new rings/pistons? Do you have any blowby out the oil fill tube? New valves and seats? If so did you lap them? Did you adjust the valve tappets? Are you sure the engine is static timed correctly? Having to pull the choke indicates either a carb air leak or partial blocked fuel. IH or Zenith Carb? For an IH carb, use only an IH carb kit, available through Case/IH or TMTractor, one of out site sponsors with link at bottom of page.
Get us a little more information and we'll see if we can nail down the issue.

This should run awesome once you adjust it correctly. My 154 with the 184 upgrades runs like champ and not even close to my other 154.

With the valve adjustment and timing being off thats what your problem is. You may need to rebuild the carb too.
I'm technically misunderstood at times i guess its been this way my whole life so why should it change now.

In addition to what Jim posted, here is the I&T manual for you to look through. Many of your questions will be answered after a quick read through: http://www.cleancomputes.com/Cub/I&T%20 ... index.html The manual covers all the Cub line, so look for what will apply to the 184.
If you click the "Manuals" link at the top of the page, you will find a bunch of great information there. Don't forget to retorque the head after a couple hours of use.

Double check to see that the distributor timing is not off one tooth.

My order for checking to solve this problem would be ignition, ignition timing check, valve tappet clearance, compression test dry-wet, then carburation.

If the above checks do not pan out - check to see if the cam shaft timing, see if it is not one tooth off.

When you are done your 184 will scoot up and down hills in road gear, mow 3" grass in 2nd gear, and move sn*w with the best of them!

The 184 is an awesome machine that can work wonders.

Were the valves ground to the PROPER specs, OR just ground at!!!----Were the rings installed at the PROPER location on the pistons, and have the right end clearance ?---Did the rings go in RIGHT side up on the pistons?
What is the compression on this so called NEW motor?---There will be NO blow-by on a new motor. thanks; sonny

There more often than not WILL be blow-by on a new motor until the rings seat and prelube burns out.
