Could anyone tell me how to set up the electrolisis tank etc. and what all is involved. Thanks

I've got TWO problems and I need your help!
The first one's not so bad, the local utility called and it seems they traced a regional brown-out to my barn, I guess I cranked it up a *little* more than intended. (Notice I didn't say "a little too much.")
The second problem's a little more severe... The little woman is followin' me around measurin' my leg and muttering "I smell a purse!"
Help!
