48M gov problems

my next door farm friend needs help; his 48M will not idle- it just races. any help or manual pages on the govenor (adjustment) would be appreciated. allready tryed top screw on carb, it didn"t change a thing. anyone have one?

you will have to open the side of the govenor hsg
