Cultivator question

I purchased a 140HC this past week and am selling some things off of it I do not need, this is the first tractor I have ever seen around here with the jockey arch on the back cultivators, what exactly was the jockey arch suppose to do????

If I understand the question correctly, the arch permits cultivating taller plants without damaging them.

It was installed on the rear cultivators when working through very hard ground.
