County Workers

I was sitting on my porch the other day watching two county workers on the other side of the road digging holes about every 20ft. Problem was one would dig the hole and the other was right behind filling them up. I watched until I couldn't take it any longer. I walked across the street and asked what was going on. The one said "we're planting trees" I said " but no one is planting the trees, your partner is filling up the holes right behind you". He says "that's because the guy that puts the trees in the holes is out sick today".
