Black hands from steering wheel

My 47 cub sat outside for a good while before I got it, and the steering wheel started to deteriorate and
when driving I get this black residue rubbing off. Is there any thing to treat the steering wheel to stop this
and make it smoother short of a new steering wheel?

I use some Scotch Brite and smooth out the finish. Clean it with a good cleaner, nothing strong that might harm the material then paint it with satin black paint after masking off the spokes. I remove the wheel before painting so I don't make an even worse mess.

My hands got black from my steering wheel for awhile after I got it. It had been kept outside. I started storing it in a shed. It wasn't long before I no longer got black hands. Of course if there is a lot of deterioration to the steering wheel, it may never clear up. Some guys clean the wheel, fill in any cracks with JB weld, and then paint it. Others will give more options I'm sure

If it isn't too far gone, hand cleaner does well.

I used handlebar tape from the local bike shop. Covers and cushions the steering wheel and is easy to apply. Did this 2-1/2 years ago and is holding up well.

JB Weld for the cracks, truck bed liner for the rim.

On two of my Cubs I used a slip-on steering wheel cover from a discount store. They cost about $8 or so and I used a few tie straps to hold the cover in place. I consider this to be a temporary fix, but one of the covers has been on for about 2 years.
