It is an updraft carburetor. When is does not start, unburned gas goes down. This is normal. Thanks fellas I am going to try this. It is flooding pretty bad gas smoke is coming out the exhaust pretty bad when it runs for a few minutes. Thanks again for all the help fellas.

I am no mechanic, but if there is the smell of unburned gas in the exhaust then you have to be running rich. Adjust the carb and make sure that the governor linkages are not binding. Free them up by liberally lubricating with a good penetrating oil. Not WD-40. See below for lubricating points

Agree with Bob. Carburetor is not your problem or immediate problem. Ignition system fault.

Thanks for all the help fellas Sorry it took me so long to reply I have been doing a lot of traveling with work. My Dad got the Cub started last night and it runs like a champ. You all were right it was in the spark. What happened I bought a new rebuilt magneto and put on it I should have checked the wiring before I installed it the people that owned the Cub before me re wired the tractor and the had a external coil on it. I installed the new magneto with the wire on the side and everything I noticed smoke coming off the wire and needless to say they had power going to it. To make a long story short it ruined the points We put a new set in and gauged them and now everything works fine. Thanks for all the help fellas.

One more question I am going to put some oil in the tranny should I use 80w90 gear oil or something else?

80W90 will do fine.
