1. On my current starter, when I removed the band over the brushes it was covered with what I'm pretty sure was masking tape. Under that brush cover band, is there supposed to be a seal made of rubber or.....?
2. Rivets for Tag - Do the rivets go all the way through and get peened <sp> over on the inside or do they just pressure fit to holes in the case.

1. No, nothing as exotic as rubber. Thin gasket material is about the closest modern equivalent to the rosin paper that was there originally. At least I call it rosin paper.

Hi Ken,
I remember many years ago asking my brother in law who was an expert mechanic the same question, and he told me the only reason that paper was there, is to keep out the dust and debris.
