Pretty much.
Check the rest of the casting codes to be sure. Also, there is an Engine Serial # that is stamped into the machined boss behind the carb/manifold. That will help determine the year - send the casting codes for all the major castings and the Engine Serial Number to RaymondDurban and he will plug it into the database and we will find out for sure where yours fits. It won't be as good as a SN but close enough.

Yes, "E" is 1959. As long as it is the original engine then it is safe to say the Cub is a 59.
I see you are n the east side of Cincinnati, near Coney Island/River Downs. I am on the west in Harrison.
