I kinda agree with Boss on this one. From my understanding Calvin is talking about the drawbar mounting to the brackets and not the brackets to the finals.
Calvin, Bill pointed to the bolts that are itemized as #6 in the diagram above. If you look on the other bracket .. item #4, there is the drawbar bracket peg that gets a pin to secure it and you can see the 3 smaller holes in item #7 that requires a bolt of a suitable size. That is the only place where there should be any play. You need to find the bolt closest in size to the hole. However, the hole in the drawbar will allow movement as it is much larger plus elongated.
I don't recommend yanking rootballs out at all nor stumps unless you have dug around them entirely and left no earth around the stump/roots system. Do not jerk - pulling a wheeling and popping over is a very real possibility. Care at all times must be taken and never do this without someone spotting for you .. say maybe your bride. When the pucker factor starts bothering, it is time to stop and re-evaluate.

Re: Drawbar play?
Yes, I am talking about the two bolts from the drawbar to the drawbar bracket. Thanks for the clarification! The bolts that are holding the drawbar bracket to the final drives are elongated. Perhaps I have the correct hardware after all and I just need to put some weight on the bolts. I'll give it a shot. If they snap, then I'll head to Napa.

Re: Drawbar play?
Those bolts should be tight but you shouldn't have to go to extremes to tighten them enough to get play out of the drawbar. If that's the case then your drawbar brackets have too much wear. Time for some drawbar brackets I'm thinking

BINGO! I didn't know there were three holes (I couldn't see them with the drawbar on) and judging by the muscle needed to remove these bolts (and the 4-foot pipe for leverage!) the drawbar may have never been adjusted or moved from the forward hole. That hole has wear for sure. The bolts are OK though. I cleaned them with carb and choke cleaner and a wire brush and moved the bolts to the bottom rear hole. They tightened right up and I have no more play! WEEEHOOOO!!!! Thanks fellers....again.

Re: Drawbar play?
Don't be snatching or butting stumps or you may be changing out a final, (twice), don't ask how I know this. BTW I have a final that could be repaired if someone needs one.

Re: Drawbar play?
That's the way I read it too, Boss. The tapered bolts are what must be used to attach the drawbar brackets to the final drives, not to lock the drawbar in a fixed position.
It is possible to flip a tractor over backwards "yanking" stumps. The low position of the drawbar helps reduce this risk.

Calvin, I guess I misread your initial post, but I'm glad you got it figured out.
