IH No. 25 Potato Planter problem

I just purchased an IH McCormick No. 25 two row potato planter with fertilizer units. There is a problem; the right side planting drive does not disengage when the planter is raised. The left side is AOK.

Does anyone know any thing about these planters who might tell me what to look for, to fix, or adjust?
