What is this part?

Does anybody know what this is? I found it at the bottom of the pile of cub stuff I bought this summer.

It looks like it has never been used. The pin is covered in paint and there is paint left in a bolt hole

I think it is part of an early grader/snow blade.

Yes it is. "Bellcrank extension"

I see it in this parts diagram, but not in a fully assembled blade. It looks like it might only be for belly mounting?
I wonder if I have those 2 straps somewhere...

yes it is needed for belly mounting but is also used for the snow plow, the lift rod goes in the one hole that's left once its bolted on
