Went to look at this non runner up for sale and saw this bracket bolted on right front. Anybody have a thought was its' purpose might be?

It’s for a plow, there’s a rod that goes from it to the back to turn the wheel on the plow with the tractor.

It works for the 151 plow Barnyard has pictured and it also is used for the Cub 12D double disc plow

We’ve seen this scenario over and over. It’s like buying a grader blade setup without the bellcrank extension (boomerang) only you can find those. So often parts that should go with the implement stay on the tractor because they were left on between uses and got forgotten or the owner left it on because it looked cool.
I’ll bet there was a fellow that bought that plow set up (for potatoes?), he was all excited to get to using it and now he’s pulling his hair out looking for that part.
I’ve been giving this kind of thing a lot of thought lately and if I see random lose parts related to the kind of use I see I’ve been grabbing them when I can.
Some of the simpler parts I’m going to try to reproduce. If that comes to pass I’ll make them as much of a clone to the original as possible but will stamp “repro” into it and represent it as such.

I see universal mounting frame there(can’t tell if it complete) and duplex planter hopper(can’t tell if complete). If those are complete and in decent condition, then it may be something you should get if the price is right. I like the duplex planter, although plates can be hard to come by

Tractor was being used by the (deceased) owner's neighbor to plow and plant sizable garden. Neighbor wanted to buy the tractor, widower wasn't ready to sell, so neighbor parked it in shed and quit using it. Tractor has been in shed for a number of years, unfortunately shed is partially collapsed allowing water to run in on tractor. Its going to take a chainsaw to cut down small tree, come-alone to lift cultivators and rollback to get it home.
I don't garden so the implements do not excite me very much. I know they have value if they are complete and in decent condition. Not sure there is a huge demand for garden implements these days as not a lot of people have large gardens like they did years ago.
Based on what I can tell from serial plate number, appears to be a '49

I would get it. It has a lot of parts that are desirable. You could sell the stuff you do not want/use and put it in the tractor. Sheet metal looks straight. It " ran when parked" I am sure. You can get the engine to turn over
When you only have 9 horsepower you need to know the names of all of the ponies!
