Hi,
Sometimes the head bolts get stuck and won't turn. Some of them twist off. Try to avoid twisting it off, since you are not removing the head, I guess.
Sometimes working bolts both directions will get them to come loose.
If the head bolt is stuck and won't turn, you could leave it like it is. :)

Well Glenn dad gum thank you! Looking at this forum is like getting my favorite magazine I love it. I finished my complete restoration and had one single solitary part leftover... what I thought was a wire clip but it’s not... it’s the throttle rod clip hanging from my shop light and it’s not on my tractor that’s the missing piece thank you!!!!
