Throttle Stuck while Running, Moves When Not Running.

I am currently trying to figure out an issue with my cub that has me very frustrated and perplexed! When The engine is not running, the throttle linkage works perfectly. Yet, whenever I have it running, There is absolutely no movement at all. I have backed off the governor adjustment screw, governor bumper spring with no success. I have adjusted the throttle linkage with no success. I disconnected the throttle linkage and it still will not move while running.

I have rebuilt the governor (pretty sure correctly). It moved very freely before installation and while not running. The governor throttle lever was repaired at some point in the past by what appears to have JB welding a piece of brass to the bottom of the lever. I don't know if that could be causing a weight balance issue or perhaps it is too thick.

Other than this issue, it runs pretty darn good and as soon as this issue is resolve, I can put Truman back together.

The only difference with the throttle system with engine running or off is the governor weights are spinning. I think you have to go back in an take a look that the shaft and weights. Maybe one of the cotter pins is in the way.

If the problem was the lever on the governor sticking the engine being on or off I think would make little difference.
When you only have 9 horsepower you need to know the names of all of the ponies!

Thanks, I feel like I am becoming a pro on removing and installing the governor and distributor, just apparently not on the fixing in between. Looks like I will get a little more practice tomorrow. The thing I am concerned with is that practice does not make perfect, it makes it permanent; which wouldn't be bad if I learned correctly :lol:

After being down for an extended period of time due to knee replacement issues, I have finally been able to get back to my Cub. I have found the problem, actually problems. I discovered that when I rebuilt the governor, the weights were opening so much that they were rubbing against the housing. Not sure what I did to allow this, but I replaced with a governor that was in my parts box.
I still had the same issue of it running too fast and the linkage being unable to move while running. After exhausting all other options, and wondering if it was the chinese carb I found for $20; I put the original carb back on and problem solved! Everything works as it should. Pretty sure the chinese carb jets were causing the it to run so fast the weights were unable to work properly. I rebuilt the original carb, even using clamps and emery cloth to take out some serious warpage. It seeps fuel around the main metering jet and the fuel line adaptor but I think some good marine permatex sealer will solve those issues.

After everything was lined out properly, I tried the chinese carb again and same original issue. Switched back and problem again solved.

I thank everyone that offered advice and the numerous other postings about similar issues. That knowledge was very much appreciated. :thanx:

Glad to hear you got it working right.

Someone else had a problem with weights rubbing just a couple days ago. He realized the thrust bearing was missing. The governor you removed may have the same problem.

I wonder if the arm on the throttle shaft of the $20 carburetor is in the wrong position.

Did you adjust the governor to carburetor linkage when you swapped governors and carburetors? Even just removing a carb to clean it necessitates adjusting the linkage again.

Also, look into the throat of that carb. to see if the throttle plate is able to fully close, it may be off center, holding it partly open. If you find that to be an issue, there is a procedure for centering the plate.
