I guess you have the clutch free play adjustment on the pedal base. That is the 2nd style adjustment.
The 1st style adjustment is inside the clutch housing.
IH changed the styles at Cub serial number 32229, the Cub parts manual says.
You can't remove the clutch pedal base from the clutch housing with the tractor assembled.
The clutch pedal base is held in by a clamp that the clutch rod inside the housing goes on.
The clamp has 1 bolt holding it on the clutch pedal base, the bolt head is accessed, as I remember, inside the rear of the clutch housing, with a long extension on a ratchet.
You have to split the Cub, at the front of the transmission, and move the clutch housing off of the clutch shaft, to get to the bolt.

The 1st pic is the clutch pedal base, there is that much of it inside the housing that can't be seen with the Cub assembled.
The 2nd pic is the lever that clamps on the left end of the base.
The 3rd pic is looking inside the housing from the rear. You can see where the clutch pedal goes, on the upper right in the pic. The housing is turned on it's side in the pic.

The base can get tight in the housing from no oil.
The base usually will pull out of the housing 1/4" or so, apply oil to that area, and work oil into the housing there. Push the base in again when done.
