Hello Gentlemen,
When I removed the governor I had the engine at tdc as specified. But the mark on the engine is about a 1/4 rotation of the crank shaft from tdc?
Would that be correct on a 49?

No, that would not be correct. The timing mark on the crankshaft pulley should be at the pointer when the number 1 cylinder is top dead center on the compression stroke. How did you determine the engine was at TDC?

Thinking Dave used the magneto rotor position.
Since the governor has been removed from the engine, just line up the pulley mark and pointer.
Remove the magneto drive housing seal. This will help when correctly installing the governor. You will need a new seal.

The governor drive slot should look like this anytime any cylinder is at TDC.
This is a necessity if you have a magneto!!! If you have a distributor, not so much so, you can pull the little drive shaft out of the distributor drive and adjust it to make up for differences if using a distributor.
