The plugs look good and healthy

Compression is #1-120 #2-115 #3- 120 #4- 120

With this good compression, should I check the valve adjustment?

Ran ok last fall when last mowed with a woods 59. Now it won’t go 10 feet and bogs down until it stalls.
Points were cleaned. New rotor and cap. No difference

Woods mower turns easy by hand.

Moves good in all three gears.

I drained the tank to remove the hood. Full stream of gas until it emptied.

Did you drain it through the carb or by disconnecting the gas line from the carb. If the latter, there may be debris in the carb.

Check your governor control and throttle linkages for free movement. It sounds a bit like your governor isn't responding.

I drains it before the carb. I will remove the carb and check it. That will make it easier to check valve adjustment too

The last couple notches were tight so I sprayed with pblaster. Moves freely now but didn’t help much

Ok I checked the valves. #1,2,3,5 was a loose .015.
#4,6,7,8 I can’t get .015 in. The lifters will spin by hand, so I will loosen them to get the .015 in

Burned points will cause a loss of power also. Learned that the hard way when I was testing a different carb. and it would not climb a hill in 3rd. n Pulled the carb off 3 times to check it before I put the original carb on and still had same problem. New set of points and all was fine.

It had nice blue spark, I filled the points , may have helped a little. I have a set ordered from TM Tractor

It ran fine in the Fall but now has no power, so what happened over the Winter? Maybe rust happened over the Winter. At the left front of the engine, the governor rock shaft passes through a cast support, they sometimes develop rust in that pivot that causes the governor to respond very poorly. Lubricate that location and all other governor linkage pivots. It may not be your problem but it will be one more items checked off the troubleshoot list. (and it's free and easy)

Since I have the hood off, I have oiled the generator and filled the fan with oil, turn it until the fill hole is on the bottom to let it drain to it level. But it is leaking oil out the back side of the pulley. Is there a seal there?

And I will oil the throttle linkage and governor

There is no seal on that shaft. The standpipe and centrifugal force keep the oil in. You may be experiencing the drainage of some residual oil from the filling process. It should clear up in time.
