Tried to use the crank to turn over the 76 Long Stripe ( new to the collection) and it goes through the bolster but does not line up to the center of the crank shaft. It appears to be more than 1/4 inch high. Has anyone tried to file the casting to make it work? Has anybody else had a bolster with this problem?

Perhaps at some point your bolster froze and was "deformed"...a common problem. Not sure of a fix short of replacement.
Of course, that's assuming your handcrank is the correct size with no repair welds that would keep it from going through smoothly.

I thought of it freezing but is rare event to have a heavy freeze in central AZ. It has the original head (no welds) and the front of the bolster has no cracks or welds where it the casting is thin.

William, Can you get a light in there to see if there is some casting flash in the hole. If so a small burr grinder may be the ticket if it will reach. Shine flashlight from back for better results.
