A small throttle rod clip should be under that bolt. The throttle rod runs from the throttle to the governor , and is positioned right next to that side of the head.On the end of the clip is a u-shaped channel, throttle rod should lay in that u-shaped channel.

all cubs came with it, governor rod support clip, means your other cubs are missing it also, helps the throttle a lot

Hi,
They have said on here the throttle rod clip is needed to prevent up and down flexing of the throttle rod.
Below are pics.
The 1st pic, from TM Tractor, is the clip.
The 2nd pic shows it in position.
I have found it works better to have the throttle rod naturally stay in about the position it would be in when it is in the clip.
If needed, bend the rod up or down so it stays in the position it would be in when it's in the clip.
If bending the rod, hold it near the front, so it doesn't put pressure on the governor arm, the arm can break from too much force.
The arm should work freely on it's mounting. Oil the pivot if the arm moves hard.
Bend the clip mostly closed after putting the rod in it, be sure the rod moves freely in the clip.
