Put the biggest wrench you have that fits on the nut. Snug up the wrench, then hit the end away from the sediment bowl with a hammer. Couple of raps should loosen it up.
I have an excuse. CRS.

I used a locking pliars (vice grip) and made sure that the grip/clamp was as tight as I could get it, then used a hammer the way Eugene described. Works much better if the tank is removed from the tractor.

I've always found that a metric wrench (18mm I think) to be a good fit for the hex on the fuel bowl assy. Give that a try.

I'm having trouble trying to remove sediment bowl assembly and couldn't find a wrench to fit. I thought of removing the tank to have better access but that appears harder than it looks. I'm afraid of messing the threads going into the tank. the part leaking is the brass shutoff. Any suggestions?

The tractor has been sitting for over 30 years.

Don't know if this will work but can you take the brass nut off of the shutoff and pack it like they did years ago on faucets? I know I'm gonna try that on mine when the weather warms up.

Or just try tightening the packing nut a little.

Are you opening the vale all the way? The originals were back seating with no packing. If not opened completely, they leaked.

I have found that a metric wrench (18mm I think) will generally fit the hex on most sediment bowls. I always wondered why those were not made a standard size. In 1947, we didn't what a millimeter was, let alone have a wrench that size.

The guy who made the pattern for the mold, probably forgot the calculation for shrinkage for when the casting cooled.

Or maybe they decided to use a different metal than they made the tooling for!
