Throttle adjustment

Got everything together and running. One issue I have is the throttle. I have no response until u push the throttle past the half moon throttle set bracket. I have the arm that connects the governor to the carb adjusted all the way out. Everything looks good in the governor. I’m sure it’s just an adjustment but not sure where
