Front wheel

I recently acquired a B with a single front wheel and the wheel is very loose I took it apart to the point that I see there is no bearing it looks like a large bushing with just the axel going through it with no way to tighten it. I'm I seeing this correct?

Yes, I never had one apart but believe so.
