Are the brake discs interchangeable on one side? I opened up the brake housing on the right side of my super m due to Almost completely nonfunctional brakes. one disc is a reddish orangish brown and the other is grayish In color.
When I opened the housing it was full of mud, water rust and grease.
The friction material seems to be in pretty decent shape after cleaning, plenty of meat left on the discs. I am planning to replace the rubber actuator cover, springs and the balls. Anything else?
Any other suggestions for inspection?

All four brake discs are identical.
Clean everything up and replace what you are saying. You may find though that they now lock up, and that is due to excessive wear on the actuator and braking surfaces inside the drums and on the bull pinion carriers on the tractor. In that case the edge of the drum needs to be machined down.
