It doesn't seem to have a sharp enough edge for that, but then I cant argue the only guess I got so far.

I recall seeing that tool as a youngster. Name??. Only thing I recall is, that it is some sort of scrapper.

The part on the back end would work as a small nail or staple puller perhaps (if you could get under the head)
The two little v's are different sizes.

Looks like something a horseshoer would use to scrape the bottom of hoof with before filling the hoof. You don't want file full of manure.
