Drill them out with left hand drill bits. Start with a small bit and go up a size or two until you get big enough to Ez-out. Hopefully, using a left hand drill bit, they will back out while you are drilling.
Note: Ez-Out is not so Ez. Usually causes more headaches than solutions.

If welding nuts on didn't help left hand drills and easy outs aren't going to do it either.

Since they're broken the only thing holding them is corrosion. Vibration is your friend with corroded fasteners. If you've got enough meat to weld another nut on here is what I'd try:

First give them a good soak (days) in penetrating oil. Weld on a new nut and tackle it with an impact wrench at fairly low torque. Go back and forth in and out trying to break it loose. Try and start while it's still hot from welding, but no longer red. As it cools the movement of the material might help you.

If you don't have an impact wrench you can get vibration by bouncing a hammer on the end while you turn with a wrench. Makes for a lot more work, a good excuse to go ahead and get an impact.

I've had very good luck by drilling out the center of the bolt and then filling the hole up with weld.

As the weld puddle cools it contracts a bit and shrinks the bolt.

I like that! I've done it with bearing races but it never occurred to me with bolts. I'll add that to my bag of tricks.

Do that in conjunction with welding on a nut and using an impact wrench should be a great method.

Just make sure you don't drill too far and weld the bolt into the block ;)

I love doing the trick for internal races as well. It's awesome when you can just pull the races off by hand, especially when they are blind and you can't get a puller in there.

Raymond D had success at DSCF by first welding a flat washer to broken bolt and then welding a nut to washer and bolt. Much better holding power this way.

I was there helping Raymond. You just have to use some good heat for the welding to get the penetration. Just take your time.

If you are using a stick welder, the rods make a big difference also. 7018 rods make a harder bead, but 6011 rods have better penetration, which is my preference for this type of welding.
If you are not part of the solution,
you are part of the problem!!!

If you decide to drill, loosely bolt the head back on to center the drill bit.

A forum member, Earl I think, made jigs to use for drilling out broken head bolts. A couple of years ago someone donated one of these to the forum. As I remember the way it was supposed to work was that he mailed it to someone that needed it. That person would use it and then mail it to the next person that needed it. I think that Staninloweral had it at one time. He could probably tell you more about it.

Edit: below is a link to the posts about this “jig”

I passed the jig on to mvhicrop a couple years ago. You can get in touch with him at LACubfest in about a month or contact him through the forum. Let me know if I can help in anyway. Stan

It's hard to see what you are doing when welding deep down in a nut. I have had great success using shock absorber mounting washers that are dish shaped. The dish sticks up far enough to clamp vice grips on , but this was on smaller 3/8 bolts.

I start with a 1/4" drill. I get a piece of tubing with 1/4" ID and an OD the slip fits the the head bolt hole. I bolt the head back on and use the 1/4" bit with the tubing to center the drill on the broken bolt. I drill all the way through the bolt. I then have a centered hole I can either use an EZ out with or I can drill the hole larger till I can use a tap to clean out the threads. I like Seafoam deep creep ro loosen bolts. That and the blue wrench.

One of my jeeps had this problem, I step drilled it out till I hit the threads. Then I drilled it out for a heli coil insert. I used lacquer paint to glue the helicoil insert into the block. You must drill the hole perfectly on the center of the bolt.
I'm technically misunderstood at times i guess its been this way my whole life so why should it change now.
