Numbered series tractors have a safety switch on the clutch petal. Tractor won't crank unless the clutch is depressed.
Yes the 184 has a start inhibit switch on the clutch but he can check to see if the coil has voltage when he turns the key to start and not have the engine crank. The ignition circuit is separate from the cranking circuit. He may be looking for a way to check for voltage at the coil without having to watch the meter, press the pedal and turn the key at the aame time.
