Are we talking about a 185 Numbered Cub's steering?
The steering sector comes out from the bottom of the tractor. Remove the steering wheel, unbolt and remove the sector from the bottom of the tractor.
Hard to rebuild? Not really, just a bit expensive, depending on what's wrong.

Hey guys, anybody know if there’s a way to convert the pto clutch handle on my 185 to an electric pto like on the 184’s??? Is this possible and is it even worth it? My pto clutch is wore out and the handle doesn’t stay up, I know I can rebuild it or replace it but man would the electric pto be sweet.

It seems that someone on here was attempting that a couple years ago, I don't recall the outcome. You might try searching the forum for a past thread on the subject. Or just upgrade to a 184!
