Removed the manifold from a 184 and three of the nuts came off okay but one screwed out the bolt. Water started running out, to my surprise.
Is it normal for the third bolt from the front to screw all the way into the water jacket?

That's normal for a C60 Engine. Be sure to drain the water, chase the threads, and use a sealant when reinstalling.
