Steering wheel movement

The 184 I looked at is actually a 154. I'm going to buy it. The steering wheel moves up and down when you turn it before it starts to move the tie rod. It seems like it is traveling up and down the worm gear. Is this a common problem with the number series?

Could be the bolts holding the steering sector to the frame are loose.

Or the steering sector needs rebuilding. Rebuilding is not a major task. Removing takes some effort.
