I try to send a PM and it resides in the "OUTBOX". How do I get it sent?

It will go from the "Outbox" to the "Sent' box when the recipient opens it.

Mine does the same thing but eventually will leave the outbox and go to the sent box on it's on. It's always done that.

I noticed this a little while back. It's a handy way to verify that your PM has been received.
