This reminds me of the cobbled together pickup truck that my childhood junkyard used to push snow and pull engines/transmissions with. Interesting unit.

That looks like a security guards shack made into a cab and the plow lift looks like an engine hoist. This looks like someone played MacGyver and rolled a big shopping cart through a barnyard and used what was at hand. Gotta applaud the guys ingenuity. Got a hunch it goes way faster than it should for safety's sake.
