'48 cub. I just received the steel tubing with self compressing ferrules for fuel line, (made in USA). Vertical exhaust.
My question is; does the tubing need to be flush with the ferrule when inserting into carb & then tighten it?

Insert the tubing into the inlet as far as it will go and then tighten down the fitting which will compress the ferrule. There is usually about 1/8" +/- of tubing sticking out past the ferrule.

As mentioned in previous post, I am adding a new steel fuel line. (old fuel line was half steel & half-baked rubber hose.) While I was at it I checked the tank & saw what appears to rust.
I used a long narrow brush to see if these rust spots would dislodge. They did not.
Rest of tank is clean and shiny. I do not see any debris in sediment bowl. The fuel that dripped out, into a clean jar, was clear & free of debris.
Should I be concerned about this rust?

I wouldn't worry about that amount of surface rust at all. Keep fuel in it to prevent moisture from attacking and you should be ok. Check it periodically and if it gets worse you might want to consider lining the inside of the tank with a product like SealKote or POR-15. I did two of my other tractors with POR-15 (one of which about 10 years ago) and both are holding up just fine.

If it's not loose, able to float around, I wouldn't be too concerned, although sometime, down the road, it could dislodge and cause an issue.

I put a couple of small magnets on the outside of the tank to collect any rust moving about in the tank.
