Would like to install power from a Inverter to run my fence charger. inverter power supply is 12 volt truck battery. Inverter out put 109 volts. My question is do I ground fence charger to EARTH or to NEG. terminal of battery ? If I ground to Earth how will the
circuit be completed? Maybe it is not possible to run a fence charger by a inverter.

You ground the fence charger to earth, just like you do if it's plugged into line power.
The circuit to power the charger (completed by 2 wires in the power cord) is separate from the one that shocks an animal. The animal exciting circuit is charger -> fence -> animal -> ground -> back to charger by the earth ground on the charger.

Hook it up straight 120V. That will take care of those wasklely deer and raccoons.

They won’t like the regular electric fence, either. 
We’ve been having a terrible time with rabbits this year. I have a wire at six inches and another about 12 inches. They seem to be able to easily avoid them. Probably jumping over the 12 inch wire. So, I added 24 inch poultry mesh. We’ll see if that stops them.

Very few rabbits around here. Most of the rabbits are in town or close to town.
