Has a nice smooth handle so nothing you would hit with a mallet or hammer. Weight is about 6 pound just guessing.

What is/are the diameter/s?

Two thoughts. Were sharp edges? Bung hole enlarging tool for barrels. And blacksmith tool for enlarging holes in steel.

Edit: Perhaps reaming the hub for a wooden wheel.

I don't have the tool in hand but guess it to be about 3 inches. Comes to a very slight point just enough that you can't stand it on its end without it falling over.

Don’t think it is a drill bit or reamer. You could never get any torque to turn it with the shape of the handle.

Could it have had a mating female part to make it some sort of crusher? Like a mortar and pestle?

Looks like a tool my grandpa used when i helped him making home made rope out of used tie yarn +65 years ago.
Grandpa's tool was made of hard wood.

I'm not sure it's even a tool. My first thought was a decorative finale where the bottom portion would be embedded in concrete but I don't know, never seen one like it.

I found a couple of videos that use a piece like that and none of them used the handle on the side
